"I saw something on the internet, I'm not sure if it's relevant - it was referring to a pricing schedule that was imposed by the relevant regulator (I can't remember which country?) - where the regulator specified/stipulated the fees/charges, year by year, that the service providers were to charge each other. These fees related to calls made between service providers.
For instance, service provider A would be subject to these set fees (that would apply for that year) whenever a call is made to someone who is a subscriber of service provider B (and vice versa).
So, let's say the "glidepath" covers 3 years
year 1 ... these charge/fees might be 5 cents per call
year 2 ... 4 cents per call (let's say)
year 3 .. 3 cents per call (perhaps)
So a glidepath may be referring to a strict pricing policy/schedule that's prescribed (by a regulator) over a given timeframe?"
and so "glidepath obligations" ... means, I guess, the service providers are obliged to follow/adhere to these prescribed charges during the glidepath period.. not unlike a plane following the radar beam that directs the pilot in landing the craft. (plane = service provider; radar beam= regulator).
