The half-baked, unworthy captains, οι καπετάνιοι του γλυκού νερού. The non-seaworthy, not daring ones, who weigh everything by reason and logic and always play it safe, without the flair of a true captain.
Obviously, though, that's only scratching the surface, the allusion to the tale of Odysseus and the Sirens, because the text refers to the few enlightened persons who are able to perceive the song of the Siren, their own soul, and also have the courage and strength to act upon it. Those who do hear that song but don't believe it or do not dare to act are the unworthy ones.
