May be true in cases where we don't know the context, but here we're referring specifically to the Vietnamese Dragons, where "rises from a lake" means the dragon skims the lake surface, picks up water from it (the lake) and then soars/rises into the air and drops it as rain.

The dragon is visible at all times, and always above the lake's surface - it's not "emerging"and suddenly appearing from within the lake.
