If these are the new superstar managers in England, the good news is that both clubs have the players and the character to justify the hoopla.
I think what it's saying is the 2 new managers have barely arrived and there's already this "hoopla/hype" that surrounds them - that there'd normally be a danger of overhyping, overstating and overpromoting these new managers (by talking them up/building them up too much, and ascribing superstardom to them too early), but in the case of the 2 clubs concerned "the calibre and character of the players" is such, that this hoopla may very well be justified - i.e, the good news is, there's every chance that the star players of the 2 clubs will bring about the managers' success - that they could very well turn out to be superstar managers (thanks to their star players) and so live up to (and justify) all this hype/hoopla.
