out of kilter and off-kilter

A first good Greek word that will cover a lot of the uses here is στραβώνω.
Ο πίνακας έχει στραβώσει.
Είναι στραβή η γραβάτα σου.
Μας στράβωσε όλο το πρόγραμμα.

But when it becomes a synonym of "out of order", then we look at χαλάω, χαλασμένος.
Χάλασε ο φούρνος μου.
Αυτό το κομπιούτερ έχει χαλάσει / είναι χαλασμένο.

For the literal meaning, είναι λίγο στραβή (the tie, the picture). For the figurative, πάει στραβά, δεν πάει καλά.

When it's used for eccentric persons, in some cases we might use «είναι λιγάκι στραβόξυλο» (a bit askew, literally), although that one by itself is commonly used for bad-tempered and stubborn people, hence the need to dampen and skew it a bit with λιγάκι.
