Not in the normal senses like creepy viz.
1. = annoying and unpleasant; "some creepy kids were bothering her"
offensive - unpleasant or disgusting especially to the senses; "offensive odours"
2. creepy - causing a sensation as of things crawling on your skin; "a creepy story"; "I had a creepy-crawly feeling" i.e alarming - frightening because of an awareness of danger.
BUT
as in the context I heard it while shopping today. Two women talking:-
--Do you know that Martin always buys his daughter's underwear?
--Ugh, no. He's creepy and always does creepy things like that.
It is hard to define exactly the meaning exactly but true creepy behaviour involves initiating conversations and taking long pauses to stare at the person too intently/oddly interested or attempting to force your way into the personal space of someone who clearly does not want you there or finds something unnatural about you or your behaviour.

Yes! I found a clearer definition in the dictionary of Urban Slang:-
'An overused slang term for sexually inappropriate or perverted or for attempting to derive sexual gratification through dishonourable means. Unfortunately, the word has become an abused favourite of melodramatic people who try hard to use the word wherever possible, to the point of rendering the word almost meaningless.'
