The expression 'first come, first served' began life as a proverb having the same sense as the early bird catches the worm.
It means that there will be no preferential treatment and a service will be provided to those that arrive first.

I know the proverb Κι αν είσαι και παπάς, με την αράδα σου θα πας but it would fit none of the above instances in which the expression is used adjectivally.

Or, to replace the adverbial phrase (on a first-come, first-served basis): κατά σειρά προτεραιότητας / με αυστηρή σειρά προτεραιότητας.
