The least desirable, the dregs, as in:-
--The nominating committee had trouble finding candidates; they were settling for the bottom of the barrel.
The phrase often occurs in scrape the bottom of the barrel, meaning "to use the least desirable elements" (because one has no choice), as in 'Bringing up that minor legal point proves that you're scraping the bottom of the barrel.'
This metaphor for the sediment left by wine in a barrel was already used by Cicero to describe the lowest elements of Roman society.
I heard it yesterday when someone said while watching the BBC 'There's nothing on the news tonight, they are scraping the bottom of the barrel'.
Of people it means the least desirable; the dregs.
Example: The selection committee had trouble finding suitable candidates for the CEO [Chief Executive Position] - they were settling for the bottom of the barrel.

I'd like to introduce the word κατιμάς here (or κατμάς). It's from the Turkish katma ‘added’ and was originally used to describe pieces of meat of a lower quality added to a purchase as makeweight. Hence the modern meaning of κατιμάς as items of lower quality, pretty much what you'd expect to find at the bottom of the barrel. For example, during the silly season I might say about the programmes shown on TV: «Έχουν βγάλει όλο τον κατιμά». Or, if a company does not recruit the best quality staff, we might say «Έχουν μαζέψει όλο τον κατιμά».

There's also the very plain expression ξύνω τον πάτο του βαρελιού.

And also ψάχνουν στα αζήτητα.

Eg. Στην Κρητική ομάδα δεν θέλουν να ψάχνουν στα αζήτητα για την ενίσχυση της επιθετικής τους γραμμής........

Επίσης «σκαλίζω στον πάτο», και τα σχετικά, αν και όχι τόσο κατάλληλα για τα παραδείγματα που δίνει ο Theseus στο πρώτο ποστ, ωστόσο πιστά στην εικόνα του ανεπιθύμητου υπολείμματος σε κυριολεκτική και μεταφορική χρήση: τα κατακάθια, τα αποβράσματα, η μούργα, ο ντελβές, ο πάτος (του καζανιού).
Tο καζάν-ντιμπί (kazan dibi), από την άλλη, είναι αξιοποίηση του υπολείμματος, και για μένα τουλάχιστον εξαιρετικά επιθυμητό.

Πέρα από τις κυριολεκτικές αποδόσεις, που νομίζω ότι έχουν διερευνηθεί πλήρως, μου φαίνονται καλά τα αζήτητα του cougr, αλλά βέβαια μπορούμε να φανταστούμε και πολλά άλλα σε διάφορα γλωσσικά επίπεδα: τη δευτεράντζα, τη σαβούρα, τα τσικό, τους παγκίτες κτλ. Αλλά για τον CEO δεν μου έρχεται κάτι καλύτερο απ' το ότι κατεβάζουν πολύ τον πήχη.

Για το παράδειγμα με τον CEO θα μπορούσαμε επίσης να πούμε ότι συμβιβάστηκαν με επιλογές της τελευταίας διαλογής. Επίσης, σε προφορικό ρέτζιστερ, με ό,τι το χειρότερο ανάμεσα στις δευτεράντζες του Θέμη, δηλαδή τους "εντελώς δευτεράντζες" ή "δευτεράντζες του κερατά".
